As part of its commitment to professional development and lifelong learning, the International Police Association (IPA) proudly offers the Arthur Troop Scholarship (ATS)—one of the Association’s most valued benefits.

Named in honour of Arthur Troop, the IPA’s founder, this annual scholarship supports serving IPA members in advancing their professional skills through education and training.

What Does the Scholarship Offer?

Each year, selected applicants receive up to €2,500 to fund participation in a seminar or professional training programme of their choice. This bursary may be used towards any relevant course, with many awardees choosing to attend seminars at the IPA’s Education Centre – IBZ Gimborn in Germany.

All applications for the Arthur Troop Scholarship are submitted online through Google Forms.

Gimborn Seminars

Many of our scholarship awardees choose to use their scholarship to attend a professional seminar at Gimborn, gaining recognised certification and enhancing their ongoing professional development within their policing careers.

You can view the range of seminars offered by Gimborn here. As the current scholarship applications are for seminars taking place in 2027, please note that we cannot guarantee that the same courses will still be available at that time. However, browsing the current seminar list will give you a good idea of the types of topics and learning opportunities that may support your development.
