World Congress

The IPA World Congress is the Association’s most prestigious annual event. Once a year, delegates from all National Sections come together to review progress, vote on proposals, and shape the future of the International Police Association.

Who attends

• Every National Section is officially invited to send one delegate, whose attendance is funded by the International Executive Board.
• Delegates typically represent their Section at executive or board level, however Sections often choose to bring additional observers or interested members who want to learn more about international IPA work.

It is a truly global gathering, and an excellent opportunity to meet colleagues from around the world and build lifelong friendships.

What happens during the Congress

The World Congress combines formal decision-making with opportunities for connection and celebration:

Working Sessions

• National Sections can submit motions proposing new ideas, projects, or changes to current procedures.
• Delegates discuss and vote on these motions, as well as decisions on statutes, rules, and organisational direction.
• Elections and reports from the International Executive Board and commissions are presented. A new International Executive Board is elected every 4 years.

Social & Cultural Programme

• A Social Day is organised by the host Section, showcasing the country’s culture, history, and hospitality.
• A formal Gala Dinner takes place near the end of the Congress — an evening of celebration, networking, music, and friendship.

Member Recognition

• Special awards and recognition may be presented to members or Sections for outstanding contributions or long-term commitment to the IPA.

Friendship Week

Following the Congress, many Sections organise a Friendship Week or cultural programme. Members (even those not attending the Congress sessions) are welcome to join and explore the host country’s traditions, attractions, and hospitality.

It’s the perfect chance to enjoy the true spirit of the IPA — “Servo per Amikeco – Service Through Friendship.”

How hosts are selected

National Sections may express interest in hosting a future World Congress. The International Executive Council then votes to select the host country. Hosting a Congress is considered a significant honour and an opportunity to showcase national culture and the work of the Section.
